Project territory is located near the yard of  Dadiani Palace Museum. The building reflects on the urban context and with its cross-like form is oriented to the views of Dadiani Palace, Nikoseuli Palace, city, skate park. The building is oriented towards the park and Dadiani Palace, which creates the dialog between the building and the significant context of the city.

The iconic architecture itself forms open-plan public spaces. Part of the main reading hall and mediatheque is placed on the double-lightning amphitheater and the view is opened towards the palace park. The monumental form and placement in the urban tissue of the building give an ability to create various public spaces in the library yard. Outdoor cafes, reading space, amphitheater, and green area are component parts of the building yard. The library yard connects Merab Kostava Street to Dadiani Palace park. The part of the overhanging second floor is used as public space. The logical decision of the authentic building gives the city an inspirational architectural space expressed in interior and exterior.

The program of the building is assigned on two storeys: on the first floor there're the main hall, cafe and mediatheque and the second floor are for administration, exhibition spaces and terrace. the specific planning of the building creates a circular connection between those functions and dedicates their permanent connection.

The park-oriented facade dominants 60 percent darkened glass, which not only decreases its reflectivity, also limits the intensity of the sun rays on hot summer days and preserves the energy efficiency of the building during a whole year. Developing the correct energy-concept foreseeing soil, underground water and yearly wind direction on the project area makes the high index of energy efficiency easily achievable. That, without a doubt, decreases the costs of yearly heating and cooling of the building.
